The US EPA has a well defined Energy Star Homes program, where new construction has to be independently verified to meet this standard.

Although not perfect nor complete, you can start with the
US Green Building Council – LEED Certification
There’s also some international codes that are typically ahead of the US, but they’re all construction geared and may not go far enough to improve energy efficiency and green-ness.
